How to remove stud and broken bolts?

So I broke a stud and a bolt on the lower of my intake manifold(where the throttle body goes). How do I remove the stud? The bolt hole will need to be repaired once she comes out. To remove the stud, bolt, and repair of the bolts hole will be $100 to $150ish. Does anybody know if I can rent the tools to do this job? I wouldn't mind buying the tools too, if the price is right. If buying the tools are that expensive and rental isnt an option, ill go to a shop. I'm looking to beat that $100 to $150 mark. Surely for that kind of money I can either outright buy the tools or rent them(preferred). So what do you guys think? Know of any spots that will rent these tools for cheap? What about buying them? I'd like to know how much it would be for all the tools needed? Also, they are either 10mm or 12mm but I can't remember.
