Tachometer needles flickering

I need help on figuring out what causes my tachometer needles to flicker.
The flickering happens when the car moves at any speed (whether rolling speed or cruising). The flicker is more like power cutting off many times (like turning off the car) the needles, low fuel warning light and the odo meter coinsides with the flickering. However, the back light does not flicker or cuts off power. nothing else are affected, no power cuts on any electronic instrument in interior and engine only the needles, low fuel warning light and the odo meter.

Has anyone had the same issues before?
 
Loose wire or ground somewhere in the harness, I would try the plugs on the cluster first.
 
I had remove the cluster module a couple of times. Checked the pins and wiring, internal board (mother board) and bulbs. Nothing looks out of hand.
Im thinking it has to to the speed sensor of the car, any idea where this is located? I have the 1.6 ZM-DE engine.
Alternatively, is it possible that the ECU is affecting this?

Tried looking for the fuse both engine bay and lower interior side and can't pin point the exact slot, however, there are no fuses blown (i checked all)

I can tell you right now that its 100% not the speed sensor. If it was then only the speedo would've been affected but in your case, the entire gauge cluster is affected. Like hornsfan said, its definitely a loose wire or bad ground. My guess is the engine vibration is causing intermittent contact at your 12V power or ground, causing that flicker. I suggest you check both of those wires and look for any corrosion, broken/loose contacts etc.
