Seat heater too hot even on lowest setting?

:
Honda Prelude 2001
I have noticed my driver seat back on my 2017 cx9 is feeling too hot on the lowest setting, I don't feel any different between the lowest and highest setting.

The dealer said they did their test and the reading on the lowest setting after 10mins it reading 25c and this is normal. I have asked them to provide the reading for the second and highest setting to see what the difference is.

is 25c on the lowest setting normal?

The service advisor also said I should be turning the heat seat on and off to regulate the temperature, and I was like what? I thought that what level 1, 2 and 3 setting was for. Is he correct or we should expect the 3 setting to regulate the desire temperature?

Here is the report i got back

measure drivers seat at start

bottom - 19c
back - 21c

after 10mins

bottom 25c
back -26c

normal operating temp on lowest setting is 25c
medium setting is 30c
max setting is 35c

call me crazy but isn't that really hot?

...we should expect the 3 setting to regulate the desire temperature?
No. There are three steady settings. (Probably one low heat element, one medium heat element, and both on at the same time, thus giving 3 settings.) You regulate the heat with your forefinger on the button.

Any resolution to this? I'm experiencing the same thing in my 2017 GT (Canadian). It was -26C the other day, I set the driver's seat heater to low but it ended up getting so hot I had to shut it off. And I had a heavy winter parka on. From what I remember, low used to be useless unless I was wearing nothing and only the high setting provided enough for me to feel comfortable. And it never used to get this hot. Now it's unbearably hot.

Not sure about the passenger side, I'm almost never in that seat, I'll have to ask my wife.

Just wondering what could cause it getting TOO hot. Is there a temp sensor in the seat that is perhaps malfunctioning? Or is it just sending too much current through the heater?

Same thing is actually happening to mine as well. I never have to set my seat heater to anything higher than Low, and once the seat has warmed up, it can get uncomfortably hot and I have to turn it off. The front passenger's seat, on the other hand, doesn't get as hot even when it's set to High.

Something is definitely wrong here. If anyone has any troubleshooting tips, please let us know!
