Seat Belt Broke

My protege 5 had the driver seat belt buckle break. The seat belt would not stay in the buckle. The dealership replaced the buckle. I was talking to a friend who works in service department at a dealership. He says that Mazda should have replaced it for free since it was a safety violation. Does anyone have experience with this? Any advice would be great. The car only had 85k miles at the time.
 
The warranty period for seat belts and associated parts is for the first 60 months or 60,000 miles, whichever comes first. Information is in the Mazda warranty information book on page 12.
