Rear brake not compressing?

Hey guys, My speed has been on the road for a little over a month and I couldn't be any happier with it. It's quick, handles like its on rails, and grabs some attention. Okay anyway, my passenger rear brake isnt closing, the rotor is still covered in rust. Luckily it isn't stuck closed. I've tried coming to a stop with the ebrake, but you could tell that it was only grabbing the one side and it had a hell of a time braking. I can put my hand to it after a drive and it's cool to the touch. I have drilled rotors on it that came with the car btw. What should i do to get this caliper to close? Has it happened to anybody else here?
 
You need to rebuild or replace the caliper. To rebuild it you remove the piston and clean it up and put new seals in it then put it back together and clean and grease the slide pins and you are good to go.
 
It could be a seized caliper. When you used the caliper tool did you screw the piston in & out a few times, that *may* help if it is seized.
It's not likely but check for a kink in the brake line. I'm leaning to seized caliper. You can one from RockAuto.com for about $70 or less with after core charge.

haha thanks for the replys guys, but i forgot to mention, when i had the wheel off and everything put back together, i had my brother pump the brakes a few times and you were able to see the caliper compressing. do i possibly just need to bleed the brakes? i never touched them but who knows what the old owners did

It never hurts to bleed if it hasn't been done in a while. If the piston seems to be moving then make sure that the slide pins are clean and lubed, also make sure that the metal tabs that the top and bottom of each pad rest/slide on are clean and lubed.
I was having the same problem with new pads not meeting the rotor, it ended up being that the slide pin was sticking and I didn't have the caliper 100% correctly seated.

If you have time it would be a good idea to bleed all 4 sides (Might as well you do the clutch while you're at it) starting with the furthest side from the master cylinder.
RR, LR, RF, LF. Keep an eye on the fluid. It's a PITA if to get air out of the lines.
