I have an injen CAI for my 3.5 MSP so the filter has been placed low in the driver side fender. A friend and fellow car guy suggested that i make the non functional "mesh looking" piece of plastic functional by either cutting out the spaces between the mesh or by just removing the piece all together. so my question is 3 fold. will doing this actually help my car breath better?, if so is there an after market part for this? and does this increase my risk of sucking up water and debris?
 
Very slightly, no and yes. Is it worth it.... no. You have ram air anyway because you have a turbo, so there is really no need.
 
Only way to make the ram air is to get a horn on the foglight spot and hook a hose between that and the intake. You could also doit if the smic is gone and have a sri put 90 on the sri with a ram horn on that. The way you would know it was working is your -20psi should be higher maybe -15psi I'm just throwing numbers you'd prob get something differnt but you get the idea.
 
I don't think that can be done with an after market intake since its got a cone filter
 
I wouldn't bother, convert it to an SRI by putting the filter directly on the MAF.
