purge valve help

My 5 speed 2003 protege idles high when im stopped in neutral unless i ride the clutch, i think it is the purge valve solenoid but i cant find it. any help?

and the mpg is just terrible on it, i replaced the oxygen sensor already so im not sure what it is. when i have the hand break on the idle is fine
