By handling do you mean ride quality? Those are not the same thing.

By handling I am referring mostly to steering and cornering.

Okay. The 17" are Yokohoma Geolandars and the 19" are Toyo A36. I did not find the Toyos in that size great for handling as I feel the sidewalls are soft or the tire is too wide for a 7" wheel, leading to a certain squishiness. I do not remember feeling that with the 17" Yokohomas.
