New Mazda 626 owner

So I just bought a 97 626, 214ks. 2.5l V6.

Some questions I was wondering. the power mirrors, are they always pointed down that low? I tried adjusting it, I can hear the motors whirring and it's trying to move but it doesn't really do much. it can sort of move in the other directions but for the most part, it's pointed downwards. If it's broken, is it an easy fix?

this is basically going to be a car for my brother to learn how to drive on so it'd be nice if everything worked the way it should.

You can probably gently push on them to tilt them upward more, and then use the switch to line them up as you need..my guess is that is what happened to point them down so far..

so, after a long list of maintenance done at the mechanics, there seems to be some problems left unresolved.

first, the idle is not stable. it won't stall but it'll go up and down, esp. when you dry-steer. secondly, it's throwing a check engine light. the mechanic says it's an EVAP sensor problem which isn't a big deal for now as my brother is just driving around the neighborhood and the car is air-cared until next year. But he says it'll need to be fixed before it goes in for air care next year.

I also noticed at the gas station, the auto pump setting won't pump, you have to keep your hand on it, is this related to the evap problem in the fuel tank?

and is the idle problem related to the CEL?
