How to fix peeling clear coat?

I can't stand it anymore so I'm setting out to fix it. Long story short my car was wrecked before I bought it and whoever fixed it was an idiot. There are brown spots in the paint and the clear coat is peeling. This is only on the driver door. it's in an area about the size of a basketball

Should I sand it down and use touch up paint. Or shell out the money to have it repainted? The car is yellow and not clear coated from the factory so only half the car is clear coated so it's not an exact match as it is

You can polish/wet sand off the flaking clearcoat, so it will basically be "single stage" paint. Wax it after you remove that section to minimize fading. Mine is reeeeealllly bad on the hood and roof, I've just been too busy to care about it. Just repeat the process if it starts peeling again from where it left off.
