Headlight Question

So I go out to my car and notice my driver's side headlight is out. No big deal I think, get a new bulb and call it a day. An hour later the other bulb goes out. Odd, but still, buy a set of bulbs and call it a day.

I buy a set of bulbs. Replace them and nothing. My high beams work, my fogs work, my fogs do NOT work if my Highs are on. And of course, my low beams still do not work.

Is this an electrical issue? Busted fuse? I noticed that there are like nine 15A amps related to the headlights?

Any info would be appreciated.

The fogs are never on when you turn the highs on. But it does sound like a grounding issue with the low beams.
