Can MAZDA 3's HAVE NORMALLY OILY ENGINES?

We are looking at some used 3 Sports and one especially caught our eye. It's an '07 2.3L with 21K, loaded GT with a really clean interior for $21,499. I gave it the once over and found that under the hood, when popping off the plastic engine cover that there is some oil accumulated on the top of the head, just in the trough between the two long black raised rails. It's not a lot, but for 21K, I would expect none. Also, just inside the drivers side hood air inlet there is a 5" wide plastic cover that leads back to the area of the battery box. It's angled off to the outside and I expect you know what I mean. This too had a good deal of browny, oil/dust blend deposited on it. There appeared to be no engine oil leaks but it scared me a bit. We popped the hoods on about 8 3sports and half of the engine tops and the part I mentioned were bone dry and a little dusty. The other half displayed some oil and I was wondering what might be causing this and if it's cause for concern.

We drove a B2000 into the ground and that engine was bone dry outside up to 200K.

Any ideas about this?
