It says, 3G card/service needed. i.e. you need a sim card plugged in.
Technically, it is also possible to communicate with your smartphone thru BT to access internet.
Check out the PDANet app if you have doubt.
I have tried that on my Droid-X. It works very well at around 200-300Kb/s.
 
i hope you didnt buy this, the video on this is not as good as the pioneer or the kenwoods, it has a lot of features but quality is not that good, its better off buying a kenwood and pioneer and use your smartphone thru blutooth for internet radios, with this you need to take out your sim everytime you need internet
