Any links to where I can buy the kit with the OEM fogs

Can anyone tell me how to remove the BCM so I can start my install? I tried everything so far. The nuts won't come off and it won't slide off the bracket...what gives?!?

Thanks for the input. I was pretty sure it was at least the actuator that went bad. I usually shop on Rock Auto for my other car parts, but I couldn't find this part there. Have you (or anyone else) had to do this before? if so where did you get the part? I came up empty at Napa too...so...
