Its really hard for one person to say whats best if he hasnt tried everything. I have Tanabe Sustec S-OC Type II's , wich i really like , but im not going to say they are better than the TEIN Basics simply because ive never tried Tein Basics.

Its hard to say what is "best" fellas. Each person and what they what as far as setup varies.
