It did come with the bracket and the guys that painted it didn't charge me anything extra to shave it off!(hump)

I think he had to shave down the grill, but that was it and the fitment is perfect!

Better breathing YES. More risk of sucking Water YES, but here in Cali it doesn't rain much and if it ever did get bad I have a back up car to drive around in.
