Am I looking in the wrong place? Could it be that something unrelated is causing an intermittent vacuum problem, which is then causing the IMTV control circuit problem and brake problem?

I am having a problem with my engine surging. It seems to do this every time the weather changes quickly from low humidity, moderate temperature to high humidity or rain. It has done this without the weather changing a few times though. Friday it rained and started doing it on my way to work...
