how do i get my stock blow off valve to blow off externally?

the check engine light is on in my car(notcool). i was wondering if there is a way to check the codes without using a code reader?

i have a 2003 msp when i give it gas and the boost is at 5psi around 4000 rpm it runs outta power until you let off the gas and then slowly start to accelerate do you have any ideas..
