Can't wait to see the torque curves compared to see how they tweaked it. Since the bump is @2500 as opposed to @2000, it may not be very noticeable. It's only a 3.2% increase, at a higher speed. And no mention of HP increase, so the curves should be similar @4000 and above.
I had a 63 VW microbus that did the same thing in top gear... 4th. Obviously a different animal, but I was told it was the synchros. It would do it incessantly. I would keep it in gear with a bungee.
That is exactly what is does, in terms of the high beam control. The stalk is set to "on", and the HBC temporarily overrides that setting. It's a much better way to think of it.
Everything you say is true. And your method makes sense, in general AND as a workaround. But the fact remains that OP's problem isn't normal, occurring only in the daylight in the rain. If it were mine, I'd want it to be fixed. I'm curious to see how the dealer resolves it.
Yours is a little different from mine. For the auto high beams to work, the stalk has to be set to auto AND it must be in the forward position. If the stalk is not forward, the headlights will turn on automatically, but they will not switch to high beams automatically.

I can't answer your question, neighbor, but would suggest that you may not need them at all if you've got good snow tires. If the inclines make you uncomfortable, you might even consider studded snows even tho they're pretty bad on dry roads, especially if you don't do a lot of highway driving...

But if they're all doing the same thing, it seems like it's more likely something in the control circuitry. Just guessing. Could try disconnecting one actuator at a time, to check for bad feedback, but that sounds like a boat load of hassle. You need to find out what activates...
