How old are the tires in the pictures? OP says they ran for 4 years but the DOT would determine when they were made.

I don't believe it's by design. I tried it today again and sometimes the wiper would work. Works 100% of the time on the lower setting.

I'm quite sure if you had the wheel put on a Hunter Road Force balancer, you'd use less weights however as madar mentions, it's probably due to the TPMS sensor being offset.
Seeing the Red and Yellow dots so close together indicates the tire is fairly uniform in the high and low spot for that tire.

If you are anywhere they use road salt, the leak could also be at the bead. Salt and Aluminum don't go well as small pits will form around the entire tire bead causing a slow leak.
