Just looked at our 2018...no plastic down the filler hole. But the back of the gas cap is made of white plastic. Is the backside of your gas cap intact?
If you brought the car in during the warrantee period for this reason and they were never able to fix it and now you brought it back after the warrantee they should cover the cost of the repair. I think that's an "unwritten law". I would call Mazda Corp and ask them to cover it.
