Nokian's are awesome, I run the RSi's and have never been disappointed with them in the winter or even on dry pavement. The WR's are considered an "all weather" tire rather than an "all season", they work better than some dedicated winter tires on snow/ice in tests I have seen.
I bought mine...

Country Hills Toyota has the best service around. Ive been disappointed by all the local Mazda dealerships and only bring my car to Country Hills now. Scumridge changed ownership and fired their top douche bag, errr mechanic, so they might be better now but I wouldn't be trying them again.
Whats the lowest offset I can run with 15" wheels?
Ive been trying to find some nicer looking winter wheels cause the steelies just dont do it for me, and there are not many 45-55mm offsets in 15" wheels.
Theres nothing in town. Talk with Crossover Auto if you want parts, they provided me the best service of all vendors on this site.
I had my Unichip tuned at Crossover and it transformed my cars.
You cant run 8" wide unless you roll your fenders. RX8 rims are 18x8 and will fit protege's with some fender rolling. Your stock rims are most likely 7", they might be 7.5" but definitely not 8". 45-55mm offset.

They seemed to like the MP3 a lot, and said all it needed was a turbo or more power.
Yes and no, tuning a car with a full standalone for cold weather starts can be difficult and may require adjusting throughout the seasons. They are great if its always hot or consistent in temperature.
I shipped my Unichip to him and gave him a list of my mods. The tune is far superior to the stock Unichip tune and I cant even compare to the Mazda tune.
I have 94 octane gas available locally.
