Yes they are and yes the are secured by 3m and screws as well.

I agree with everything thejeans said. My wheels are 20lbs ea so the end up being 1lb less than my stock 19" wheel/tire combo.

Yes they are +30. Test fitted and measured at the shop. Keep in mind that each wheel design may vary how far out they go. So a 30+ for one wheel design may not fit exactly like another with the same offset and width.

I just put on my 245/65/17 Falken Wildpeak AT3Ws to replace my stock 19s. So for I'm very pleased with them. No issues whatsoever. We don't see as much snow as you do in NY but I plan to make the occasional snowboarding trip once the season comes around.
