I replaced the breakaway cable because the one on there was super frayed (and poked you in the fingertips every time you went to move it). Once I took the electrical tape off, frayed wasn't even really close to being the issue.
It's basically a broken knotted mess. So, into the trash it went...
Figure out what's leaking and replace that part. But I'm betting you guessed that. Pull the tank, make sure it's not cracked, then check the radiator itself (you said there's some spillage at the cap, but is there fluid in the rad?) and all the hoses.

If it's all over the top, it's either your valve cover gasket or the Cam Angle Sensor O-ring. The CAS O-rings are a super common failure point.
