I got mine done for $200 all around (minus the windshield) and including the sunroof at 20%. I have 30% all around and that is even dark backing up at night. Going any lower than 20% is going to make it unsafe at night in certain situations so be careful. Make sure the place gives a life-time...

My only piece of advice is to go for a different color. Black on black might seem like a good idea but its overrated. Go with gold or bronze, i promise you will be sooo much happier that way.
just go with painting the inside, trust me its not as bad as you would think. i did it and i consider myself very unlucky when it comes to modifying my car, and it turned out to be one of the easiest things to do, plus the results were great and i get compliments all the time for them!
depends on what you see as worth it. you get a slight bump in power and a much smoother power band but you have to run premium. in my eyes running premium is not worth it but its all in the eye of the person who is doing it

O and too answer the other question, you would just need to get a separate lighting harness and switch, then you can turn them on and off when desired. You cannot drive with them on (technically) when driving on normal roads, pretty certain its illegal. But unless you are pointing them at a cop...
