    That's appears to be a Fluke DMM and it's not a sub $100 meter. Not $500 either but it's a better meter than most.

    With a HIGHLY accurate meter the voltage drop across each fuse could be measured. You're not going to be able to do this with a sub $100 meter. I have a Fluke 45 Fluke 45 Dual Display Bench Multimeter ($495 that's the used price...) This would do the job, but those cheapies won't.
