    Those are good looking wheels. I had them on my 2004 Mazda 6s and do remember that they have a crazy 60mm offset. 215 tires would be nearly half an inch closer to the inside of your vehicle. 205s is a good choice to resolve that.

    Sounds like you have bad relay in the fuse box (engine bay). Just look on the fuse cover box which relay covers your locks and headlights. There should be several identical relays in there. A quick test would be to swap with a known good relay and see if your lights and lock will be working...
