I was going to suggest a blown tail light fuse but I believe the license plate light and tail lights are on the same fuse. So probably a disconnected wire or wires.
Did you look at the bulbs? are the filaments intact?
P0140 could be bad O2 sensor bank 1 sensor 2 which is the sensor after the catalytic converter.
A dirty MAFS (mass air flow sensor) could cause the the issue so try cleaning it first before replacing the O2 sensor.
P0171 could be many things, the most likely cause being a dirty or faulty...

That looks like something that may have been installed at a dealer and it is not oem, so you may have a hard time sourcing a replacement.
