I had the same issue when my crossbars were added to the rails of my RAV4. The shape of the front and back of the crossbars are different. When I reversed them, the whine went away.
I don’t have rails on my CX-5 so I can’t confirm it would have the same result.

Find out what else is dead when the fuse blows. For example, if something is plugged into the 12v socket, it could be drawing a lot of amps. The horn just put you over the limit. If the radio, wipers, lights, etc. die also, it could be any of them.

Until you get the fix, try pushing the gear shift to Park and hold it against the side. Then release it and it will jump to its normal Park resting position. This worked for me until I traded it in. I pitied the new owners.
I didn't get an email yet, but I tried the update tool anyway. I got the same results. My maps version was January 2020 and I was up to date (tried on July 3rd 2020).
Sometimes the roof rack crossbars make such noises from the wind. Especially after-market ones. If you have a rack and it’s quiet when you are stopped, check them or the orientation of the bars.

Please tell us what the dealer did to fix it. From the description, I would suspect the steering wheel needs a jerk to realign it. The other is the switch telling the starter it’s in neutral or park. Either of these will prevent a jump also.
USB 3.0 drives work in my cars, but mine max out at a 32gb capacity. Are you using a 64gb? I have a 64gb that I formatted down to 32gb with a freeware program. The weird thing is that it does not work reliably when the temp drops below freezing.
