I have start/stop in my new car and absolutely hate it. Luckily there's a button to disable it, but not permanently. I have to hit the button every time I get in the car. Apparently VW doesn't want to mess with the EPA too much at this point. Start/stop is technically an emissions device.

03 MSP had the same front bumper as a P5 or MP3. '03.5 did away with the fog lights for brake ducts but it'll still fit, you just won't have fogs anymore. Those are just reflectors on the bumper. The side marker lights are on the fenders and weren't there at all for '02

Wet floor up front usually means a leaking windshield. If yours has been replaced lately, there's your culprit. Sorry I can't help with drain holes. No CX for me.
