Yes, but even just a harness bar is unsafe. You really shouldn't have fixed back seats and/or harnesses unless you have rollover protection.

The brake lines should be the only "iffy" part.

They are pressed in, not threaded. You have to pry or drill them out. If you drill them out you have to be careful not to enlarge the oil port.

Its not too cheap for bad wheels. Just run a 10 or 15mm spacer on the stock wheels until you can afford decent aftermarket wheels.
