Most seat bases are produced by Wedge Engineering (for seats such as Recaro, Corbeau, Sparco,Cerullo,Cobra, Flofit, Pro Car, Konig, Momo, etc.).
You can order them directly from Wedge at http://www.wedgeengineering.net and save a few $.

Yes, the female seatbelt buckle thingee is currently mounted to the Mazda seat frame. You will need to remove this and reinstall it onto the new seat bracket.

You'll probably need the sliders that sit between the mounting bracket and the seats themselves. You should be able to get that from Sparco.
Just bought a set of Recaro SE seats. Wedge Engineering produces brackets for major and minor seat brands (Momo, Sparco, etc. I think) and that's where I'm buying the brackets for my Recaros.
