Legally can I use these service bulletin, to make dealership fix issue that they are reluctant to work on due to the fact that they may not get paid by warranty company? Is this applicable to Canada or US since the person who post it seems like from Canada.

Can I use this technical service bulletins if my car is affected as describe. Can a mazda dealership say no or refuse to do the work? Can someone please explain if these service bulletins same as recall? I'm interested to know how can I use these information to my advantage.
