Doesnt make a difference if it is painted it is stil considered dangerous. The Only way you can get caught, Is if the cop Know's it's carbon fibre, or they open the bonnet, which they do now for younger drivers to check if there cars are turbo.. because people on there first 4 years of driving...

Yep they are, Carbon Fibre bonnets/Parts do not meet ADR Standards and are illegal for normal road use. If you get caught with them, It's Nice big fine & defect notice, & have to be removed within 21days, And supply a clearance Form (saying parts are removed, car is in Safe road Condition,)...
