Incorrect cam timing doesn't prevent the car from not running necessarily.

Well I'm just guessing at the valve guides, but the timing was verified by pulling the timing cover at TDC and checking the alignment of the cams.

Well just to let you know, I discovered the timing belt had jumped about 7 or 8 teeth on the intake side. It continues to burn oil however. Being this is a non-interference engine I suspect the cam may have jumped and crushed the valve guides and seals. Hope you find a much less unpleasant...
