Someone help hpfp not working!!!!!!!!!

I thoght i had a bad hpfp so i got a used but told it was tested and was good. I'm only getting 50 to 70psi at the rail using obd2 tool. i don't know if it is a wiring prob or just two bad pumps. i got 8.6v at the pump wires when my car was off but key on. i can't find anything on here like that and no one seems to help me so somebody help me out plz. forgot to say this is on a 07 cx7

Cleaned my hpfp yesterday & man was it dirty! I don't have it back together yet, but can't help but think I'm better off than I was! Tear down and clean one of your hpfp pumps.
