It's good to know that the ECU was working properly and trying to control the alternator.

I don't think much of a bench test that gives a "PASS" to an alternator putting out 16 Volts.
 
Glad you got it sorted out. Usually I rebuild my own alternators, there isn't much to them. The brushes, bearings and regulator are pretty much plug and play -except the brushes leads need to be soldered in- All the needed parts are about $20-25 on line.

That said, if I HAVE to actually replace an alternator I'd buy a new one instead of a rebuilt.
